Frank, a native of Cape Breton, Nova Scotia, spent 17 years of his working life with the Bank of Montreal, ending as senior business account manager in Yarmouth.   The challenge of directing industrial development activities in Yarmouth convinced Frank to leave the bank and take on a new role as General Manager of the Yarmouth County Industrial Commission and Manager of the Yarmouth County Agricultural Society.  In these positions, Frank was involved in new developments, both in agriculture and industrial infrastructure.  Many of the projects were pioneering in nature as the industrial commission is successful in initiating new business activity through private/public partnerships. 

In the early 1990’s, the practice of community economic development took on increasing significance as governments at all levels realized the need to share responsibility for sustainable economic growth.  The establishment of regional development authorities was a natural extension of the work previously carried out by many different not for profit organizations throughout Nova Scotia.  As a result in 1995, Frank played a key role in the establishment of the South West Shore Development Authority and has led the organization through the past twelve years, positively impacting the economic future of Shelburne County, Yarmouth County and the Municipality of the District of Clare.

Frank has also offered his talents and time to the community through service clubs, agricultural and business development organizations and in an advisory role to public and private groups.  He has initiated and supports major exhibitions and trade shows, golf tournaments and community fundraising efforts; all to benefit his adopted region. 

On a provincial and national level, Frank is involved in exhibition management and community economic development organizations.  He is a member of an international senior business organization, meeting regularly with presidents of the largest companies worldwide. Frank is also a member of the Board of the Nova Scotia College of Art and Design (NSCAD).

In all of Frank’s activities and memberships, he carries a high level of enthusiasm and commitment generally resulting in positive gains for the community, region and the province. 

As Past Chairman and current Director of the Nova Scotia Association of Regional Development Authorities, Frank supports the organization to strengthen its position as a lead organization in community and economic development in Nova Scotia.
